Vietnam Decree 336/2026: 7 readiness checks for the National Single Window

Vietnam's Government issued Decree 336/2026/ND-CP on 22 August 2026. It takes effect on 15 October 2026. The issue date and effective date are different, so the decree is a preparation item on 25 August rather than a rule already in force.

The decree governs administrative procedures for exported, imported and transit goods and for transport entering, leaving or transiting Vietnam through the National Single Window and ASEAN Single Window. It also governs management and exchange of data through the National Single Window Portal. From its effective date, it replaces Decree 85/2019/ND-CP.

What changes in the working framework

Declarants may register an account and digital signature on the National Single Window Portal or use an electronic identity account issued through VNeID to register and access the system. The portal operator must check the declarant's registration information within one working day of receipt and email an acceptance, correction request or reasoned rejection.

The portal is to operate 24 hours a day, seven days a week. Scheduled monthly maintenance must be announced 24 hours in advance. For cargo procedures, the portal receives electronic declarations continuously and automatically forwards them to specialist processing systems. Specialist-agency processing deadlines, however, remain those in the relevant sectoral law. The decree does not create a universal one-day clearance promise.

Electronic records must follow the prescribed criteria and format and, where required, carry an authorised digital signature. The declarant remains responsible for the accuracy and truthfulness of the declaration, the submitted documents and consistency between paper and electronic versions.

Outage and transition rules matter to cargo planning

If a technical incident or force majeure prevents electronic exchange, the portal operator must publish the incident notice. During recovery, procedures may use paper files or the specialist processing system under the competent agency's instructions. Once service is restored, the processing agency must reconcile and transfer the data back to the National Single Window.

The decree also recognises that implementation is not instantaneous. If a ministry's specialist system cannot yet return results in the Article 20 format, it may continue using the Ministry of Finance data standard for up to one year from 15 October 2026. The procedures and start dates actually available through the Single Window follow the publication of the Minister of Finance.

Seven readiness checks before 15 October

• Confirm which legal entity will act as declarant and who owns its National Single Window account.
• Test account access and decide whether the workflow uses portal registration or VNeID; do not assume VNeID removes every sector-specific requirement.
• Check digital-certificate validity, authorised signers and the re-registration process after information, certificate or key changes.
• Map each shipment's customs and specialist documents, required formats, data fields and responsible approver.
• Reconcile product descriptions and HS codes across invoices, declarations, licences, inspection registrations and internal master data.
• Write an outage procedure covering official incident confirmation, agency instructions, paper or specialist-system fallback and later data reconciliation.
• Track Ministry of Finance and sector-ministry publications that identify which procedures are live and when they start.

Vietnam freight and import-export impact

The direct freight impact is documentary and operational: a missed account, signature, data-field or fallback step can delay the submission needed before Customs can decide release. The decree does not change carrier schedules, create a general surcharge or guarantee faster clearance. Freight teams should therefore add a regulatory readiness gate to booking and pre-arrival files, while leaving cargo-specific approval and release decisions to the competent authorities.

Confidence is high on the issue date, effective date, replacement rule, registration deadline, 24/7 design, outage options and one-year transition because they appear in the signed official text. Confidence is medium for the effect on an individual shipment until the relevant procedure is published as live and the cargo, agency and system route are confirmed.
