Vietnam-to-Indonesia shipments: the halal file to close before 18 October 2026
A practical pre-booking checklist for Vietnamese exporters and Indonesian importers as Indonesia prepares to apply the next mandatory-halal phase to imported products and affected logistics services.

Indonesia says the next phase of its mandatory halal policy will begin on 18 October 2026 and has publicly included imported products in its preparations. For Vietnamese suppliers and Indonesian importers, the safest freight decision is to close the product, certificate, registration and handling record before a booking becomes difficult to change.
This is a practical file checklist, not a claim that every shipment needs the same certificate. Product category, ingredients or materials, intended halal or non-halal status, the issuing foreign halal body and its BPJPH-recognised scope all matter. The Indonesian importer should confirm the current treatment with BPJPH and the relevant product regulator before loading.
What the 18 October date means
Government Regulation No. 42 of 2024 was issued, promulgated and became effective on 17 October 2024. BPJPH said at the WTO Technical Barriers to Trade forum on 5 March 2026 that the next implementation phase remained scheduled, with no further extension or additional transition then planned. In June 2026, BPJPH again said the phase would start on 18 October 2026 and would extend to imported products.
BPJPH's published categories include food and beverages; slaughtered products and slaughter services; cosmetics; chemical and genetically engineered products; natural medicines, quasi-drugs and health supplements; inputs, additives and processing aids for food and beverages; and specified consumer goods, including class-A medical devices. Scope must be checked at SKU level. A commercial description or container-level label is not a substitute for the official product classification.
The rule is not a blanket ban on non-halal goods. BPJPH told the WTO forum that products made from non-halal materials may still enter, circulate and be traded in Indonesia if they carry a clear non-halal statement in accordance with the applicable requirements. Exporters should therefore make a deliberate product-status decision rather than leave the file ambiguous.
Choose the certificate route before booking
For a product already certified by a foreign halal institution, first check whether that institution has a current mutual-recognition arrangement with BPJPH and whether the recognised scope covers the product. Do not assume that any certificate issued in Vietnam is automatically accepted.
If the foreign halal institution and scope qualify, the Indonesian importer or official representative can use the foreign halal certificate registration route. BPJPH Decision No. 221 of 2025 was issued on 15 September 2025 and became effective three months later, on 15 December 2025. It requires registration through SIHALAL before the product is circulated in Indonesia.
BPJPH's current procedure identifies the Indonesian importer or official representative as the applicant. The core file includes the application, the producer's appointment letter, the applicant's Indonesian business identification number or NIB, a copy of the foreign halal certificate, a product list with HS codes, warehouse details and a declaration that the documents are valid. Product names on the certificate and the goods for Indonesia must match or be supported by the prescribed evidence. Registration validity follows the foreign certificate while also considering the recognition arrangement's validity.
If the foreign institution or its product scope is not recognised, the registration shortcut does not apply. The importer should confirm the Indonesian certification route before committing the shipment. Recognition lists and service procedures are live records, so a previous shipment is not enough proof for a new booking.
Map the logistics service, not just the truck
Halal integrity extends beyond the factory. BPJPH has explained that the relevant logistics services are packaging, storage and distribution used directly for food, beverages, pharmaceuticals and cosmetics. It is the third-party service that is certified—not an individual truck merely because it carries cargo.
The working file should name every Indonesian warehouse, repacking point and distribution provider that touches the goods. Record segregation controls, seal references, cleaning or changeover evidence where relevant, and the custody hand-off. A producer handling only its own certified goods within its own facilities does not automatically need a separate logistics-service certificate; the product certification assessment covers its own process. Third-party arrangements require separate verification.
This distinction matters for freight planning. A vessel booking or air waybill proves transport, but it does not prove that every downstream warehouse, repacking or distribution activity meets the product's halal-control plan.
Six pre-booking actions
- Build a SKU matrix with product category, HS code, ingredients or materials, intended halal or non-halal status and Indonesian regulator.
- Ask the importer to verify the foreign halal institution and recognised product scope on BPJPH's current official list; save dated evidence of the check.
- Select either BPJPH registration of a qualifying foreign certificate or the Indonesian certification route, and assign one owner on each side.
- Reconcile certificate product names, Indonesian labels, HS codes, producer, importer NIB, warehouse addresses, validity dates and registration number before cargo release.
- Map third-party packaging, storage and distribution providers, then document segregation and traceability through the Indonesian delivery point.
- Add a documentary gate before booking confirmation: do not treat an earlier shipment, a supplier declaration or a halal logo alone as proof of current acceptance.
Freight impact for Vietnam trade
The immediate freight risk is not a universal surcharge or automatic customs delay. It is a mismatch discovered after cargo has been packed or dispatched: an unrecognised certificate issuer, an out-of-scope product, inconsistent product names, an expired record, or an unverified downstream service. Fixing those gaps after loading can narrow routing, warehousing and delivery options and may create storage or reworking exposure.
Confidence is high for the official 18 October 2026 implementation statement, the legal framework and BPJPH's published foreign-certificate procedure. Confidence is medium for shipment-level readiness because BPJPH recognition lists and individual product scopes can change, while other Indonesian import, food, drug or customs requirements may also apply. Confirm the live BPJPH record and product-specific approvals before each booking.
