Vietnam-to-Italy coffee and rubber: seven EUDR data checks before booking
A pre-booking handoff for Vietnam-origin coffee and rubber shipments before the EU Deforestation Regulation starts applying to large and medium operators on 30 December 2026.

Vietnamese coffee and rubber exporters shipping to Italy should start the EUDR data handoff before a booking is fixed, not after the container has moved. The EU Deforestation Regulation begins applying on 30 December 2026 to large and medium operators and to micro or small operators already covered by the EU Timber Regulation. Most other micro and small operators follow on 30 June 2027.
The rule is product-specific. Coffee and rubber are two of the seven relevant commodities, but only products listed in the current Annex I are covered. Soluble coffee was newly added in 2026 and has a separate application date of 30 December 2027. A commodity name or the first two HS digits is therefore not enough to decide scope.
For coffee and rubber, Italy identifies ICQRF as the competent authority. The Commission's EUDR Information System is open, and official operator training is active in October 2026. That makes this a practical data-readiness task now, even though the first main application date is still ahead.
What the Italian operator must be able to establish
A covered product may be placed on the EU market only when it is deforestation-free, was produced in accordance with relevant legislation in the country of production, and is covered by a due diligence statement or, where the legal conditions are met, a simplified declaration.
The deforestation cut-off is 31 December 2020. The operator's file must connect the product to all plots where the relevant commodity was produced and to the production date or time range. It also needs product, quantity, country-of-production, supplier and customer information, plus sufficiently conclusive and verifiable evidence for the deforestation-free and legality conclusions.
Due diligence is not a formality. It includes information collection, risk assessment and, where needed, risk mitigation. The operator may proceed only after reaching no or negligible risk. Records related to due diligence must be kept for five years.
Seven checks before accepting the booking
- Freeze the product scope. Confirm the current eight-digit CN code, product composition and the exact Annex I entry with the Italian importer or customs adviser. Separate products newly added by Regulation (EU) 2026/2102, including soluble coffee, from products already in scope because the application dates differ.
- Identify the responsible Italian operator and its category. Record who first places the product on the EU market, whether it is large, medium, micro or small, and which application date applies. Do not infer the date from shipment size or the exporter’s size in Vietnam.
- Build a lot-to-plot map. Link every commercial lot, bag group, pallet or rubber bale batch to all production plots and the production date or time range. Preserve coordinates in the format the Italian operator can ingest; the EU system accepts map entry, bulk coordinates and GeoJSON.
- Reconcile the Vietnam legality file. The Vietnamese producer and exporter should provide the records the Italian operator needs to assess compliance with the relevant Vietnamese laws for the land, production and trade concerned. A generic origin statement is not the same as a legality review.
- Control mixing and changes. Do not combine a lot with material whose plots, production period or supporting records are unresolved. Any supplier, lot, plot, quantity, product-code or production-period change should trigger a written recheck before shipping instructions are closed.
- Let the operator complete risk assessment and mitigation. Certificates and third-party schemes may support evidence, but this guide does not treat them as a substitute for the operator's EUDR responsibility or as an automatic no-risk result.
- Make the DDS reference a customs-readiness gate. The due diligence statement must be submitted in the PRODUCTION system, not merely tested in ACCEPTANCE. Before the Italian customs declaration is lodged, the declarant must have the DDS reference number or simplified-declaration identifier and validate the current TARIC document code for the actual case.
Freight and import-export impact for Vietnam
The main freight dependency sits upstream of the port. Plot coordinates, production timing and legality evidence often originate with farms, plantations, cooperatives, processors or first collectors, while the Italian operator needs them before the customs declaration. If that chain is assembled only after cargo handover, a document question can arrive when the sailing, equipment and delivery plan are already committed.
A controlled handoff should therefore name owners on both sides: the Vietnamese producer or aggregator for plot and production data; the exporter for lot identity and commercial records; the forwarder for shipment consistency; and the Italian operator and customs declarant for scope, risk, DDS and TARIC treatment.
The official sources do not establish a standard delay, inspection probability, penalty, carrier response or storage cost for an incomplete file. This guide makes no such estimate and does not guarantee a DDS, customs release or carrier acceptance.
Confidence is high for the application dates, the 31 December 2020 cut-off, core information and due-diligence duties, the customs-reference requirement and ICQRF's Italian role. Shipment-level treatment remains dependent on the exact current CN code and Annex I entry, operator category, lot-to-plot evidence, production date, relevant Vietnamese legal evidence, risk conclusion, live system status and the Italian declarant's current TARIC instructions. This is operational guidance, not a customs ruling or legal opinion.
